Of course a technology like airplanes cant exist in a world like the One Piece one,because it would kill all the pirates vibe of the story. So a guy like Vegapunk,altough he is a genius,cant invent something like this. So thats one of the few things that lacks in the One Piece world. You have almost everything,but you cant fly easily. Maybe that is Luffy's dream? To fly? Thats why everyone finds it impossible? Or maybe the One Piece is something that makes you fly? Who knows.
