There’s a few things we know about tekkai, and we’ve never seen it used offensively like how Bowler Hat used it, so why Tekkai? If he wanted to distract Luffy Wouldn’t Finger Pistol or Storm Kick work better?
The answer is because his goal wasn’t to distract Luffy or to hold Luffy down, it was to ensure Kaido hits Luffy with the powerful attack he was using.
So this brings me to why tekkai? Because unless you’re trained, one cannot move when using it. So what if CP0s technique here didn’t use tekkai on himself, but force Luffys body to use tekkai immobilizing Luffy. This will also explain if in one or two chapters Luffy gets up because his body was hardened through the tekkai without making Kaido look bad.
