During god valley incident rocks age was changed (thanks to bonney's fruit), also rocks memory was removed (thanks to kuma's fruit )
And he was sent to future and found by dragon (just like sabo) and he made him his child and named him monkey.d.luffy.
For more reference look luffy's gear 4 snakeman hair, they are pretty similar to that of rocks.
