I don't think it's a retcon. They just got stronger like what happens with the Strawhats every arc
But anyway I think it's a good thing cause I hate when fan favorite characters get pushed into irrelevance due to not being strong enough

villains can grow stronger too, nothing is stopping them to train and improve after the lose to the SH. and knowing how popular croc and lucci is, it would be a waste of opportunity on oda not to bring them up again.

Recycling villains like Lucci who was already defeated and done with is lame. Croc is fine since he was being developed in Marine Ford so Oda has to expand on him.

Boi, if Lucci fights G4/G5 Luffy on equal footing, I'll be damn sure to hand Ls to everybody who said Lucci are fodder to Luffy at this point. Same for Kaku against Zoro.

Crocodile is fine because he's expected to have regained his will after his battle with Luffy and the events in Marineford.

Lucci needs to not be just an enemy over again if we want the CP cover story to make any sense.
