It was the Gorgon sisters or Hancock that said only 1 in a million have it, so we know it's a fact.
Rayleigh isn't the only one in the series to contribute information on Conquerors, but like he said, it cannot be trained to acquire which implies it is indeed genetic which is why people are chosen to have it from birth by genetics.
Name the parents? That's not important. You can't be born without parents, and parents without parents .... this is what they call GENE POOL.
Just have to know they had parents. Someone can't be born without parents, whether we know their names or not is irrelevant, all we know is it's the genes from the parents of Big Mom and everyone else who determined:
You don't talk about blood and being born with anything that doesn't refer to genetics.
There are many people who aren't D. with Conqeueror's Haki, so this idea can easily be dismissed. Being a D. doesn't determine having King's Haki, otherwise, Crocodile certainly shouldn't have it.
Then we wouldn't have people in the WG with CoC. Gorosei aren't against the WG, yet they have King's Haki. It has nothing to do with being against the WG.

I did say this earlier in one of my posts, everyone in your family line might all be short people, and then you can end up being tall. It just means the genes for height is not very prominent (dormant) within that person's gene pools.
Like you said, you certainly have a higher chance of King's Haki if your parents are born with it too, but also, there could have been someone in your family line 1,000 years ago who had it, and then a 1,000 years later, you also get that specific gene. Some genes are dormant.
I also mentioned gene mutations, sometimes genes can mutate within a gene-pool and produce a phenotype (visible quality) that enters into the Gene pool. Big Mom being as big as she is... that's a sign of how genes can mutate, or how a gene that is deep within the pool ends up being brought out even if it's rare. Unlikely that her parents have any giants within the family, she is said to be a human meaning her genes for gigantism is probably a human mutation.
You're 100% correct, you can certainly be ambitious and not have it. If this wasn't the case, all kings, all pirate captains, anyone who is the CEO of a company in One Piece, any manager, anyone who is a leader of any sort would have it. Even Usopp would have CoC because he's ambitious, King Cobra, King Riku, so many leaders would have it, but like you rightly stated, it's not to do with personality or character.
Once people understand it's genetic, it makes sense why:

It's why Oda can literally make anyone a King's Haki user, and he wouldn't be wrong, even Tashigi could potentially have the genes within her pool, we don't know.

Mihawk suggested they let buggy stay the face of cross guild so they can work in the background. With crocodile agreeing that it’s a good idea. Neither of them wanting the position. Mihawk was never offered an emperor position or turned it down
Crocodile at no point asked mihawk if he wants to become his boss

Same way only a conqueror should only be able to become subordinate to a better conqueror it only makes sense for a conqueror to only consider another conqueror on equal
Like kaido was allied with Doflamingo Caesar and orochi but even when working with them during to common interests he never viewed any of them as his equals. Doffy never viewed Caesar as his equal either
Even with luffy and his alliances while luffy doesn’t outright view anyone as lesser than him it’s clear that they view him as more. With Luffy pretty much doing whatever he wants. He even refused law ending the alliance because he didn’t want it to
Crocodile and mihawk outright view each other as equals and have genuine respect for each other. With them not being able to work together any other way. Both having to much pride to be seen as below the other
Anyone a conqueror views as an equal to them imo should also probably be a conqueror

To me, if you genuinely want to be king of the pirates and think you can do it, you're a conqueror. Buggy should have it as well after that big speech.

Imo characters like ace and better example Katakuri probably weren’t capable of using conquerors when they were mentally holding themselves back
Something that might also apply to characters like cross guild and/or admirals
Cross guild’s theme as a whole is a bunch of people who once gave up on their true aspirations becoming reinspired now that they’re together
Like once Moria joins I think he’s going to actually regain enough confidence and faith to bulk up again
Imo croc should have it but it depends on how much oda wants him to contribute to the story. Characters like sanji, Law, king, and Sabo all have strong cases to hilave coc yet oda didn't give it to them. If croc is set up to be a a big antagonist I think he will have cox and probably adcoc with it. If he's just a cool side character the rest of the way he probably won't have it
