He explicitly says those who have made a name for themselves out there in the sea. And exceptionally ambitious.
It was the Gorgon sisters or Hancock that said only 1 in a million have it, so we know it's a fact.
Rayleigh isn't the only one in the series to contribute information on Conquerors, but like he said, it cannot be trained to acquire which implies it is indeed genetic which is why people are chosen to have it from birth by genetics.

You can't be born without parents, and parents without parents .... this is what they call GENE POOL.
Just have to know they had parents. Someone can't be born without parents, whether we know their names or not is irrelevant, all we know is it's the genes from the parents of Big Mom and everyone else who determined:
- Their height
- Their hair colour
- Their eye colours
and their ability to possess CoC.

There are many people who aren't D. with Conqeueror's Haki, so this idea can easily be dismissed. Being a D. doesn't determine having King's Haki, otherwise, Crocodile certainly shouldn't have it.

Then we wouldn't have people in the WG with CoC. Gorosei aren't against the WG, yet they have King's Haki. It has nothing to do with being against the WG.

Being related to a conqueror while it does increase your chances of also being one doesn’t make you one. Not being related to one doesn’t mean you can’t have it either
I do agree that there aren’t real rules as to who is or isn’t a conqueror in general tho

Being related to one increases the chances for sure.
I did say this earlier in one of my posts, everyone in your family line might all be short people, and then you can end up being tall. It just means the genes for height is not very prominent (dormant) within that person's gene pools.
Like you said, you certainly have a higher chance of King's Haki if your parents are born with it too, but also, there could have been someone in your family line 1,000 years ago who had it, and then a 1,000 years later, you also get that specific gene. Some genes are dormant.
I also mentioned gene mutations, sometimes genes can mutate within a gene-pool and produce a phenotype (visible quality) that enters into the Gene pool. Big Mom being as big as she is... that's a sign of how genes can mutate, or how a gene that is deep within the pool ends up being brought out even if it's rare. Unlikely that her parents have any giants within the family, she is said to be a human meaning her genes for gigantism is probably a human mutation.
You're 100% correct, you can certainly be ambitious and not have it. If this wasn't the case, all kings, all pirate captains, anyone who is the CEO of a company in One Piece, any manager, anyone who is a leader of any sort would have it. Even Usopp would have CoC because he's ambitious, King Cobra, King Riku, so many leaders would have it, but like you rightly stated, it's not to do with personality or character.
Once people understand it's genetic, it makes sense why:
- It's rare to have it.
- And why it cannot be trained to have.

IF MIHAWK HAS BLUE EYES, CROCODILE MUST ALSO HAVE BLUE EYES".... because Mihawk is ambitious and cool. It doesn't work that way unfortunately, genetic qualities have nothing to do with character or being edgey which many people think is the case.
It's why Oda can literally make anyone a King's Haki user, and he wouldn't be wrong, even Tashigi could potentially have the genes within her pool, we don't know.
