Oda says in an SBS that crocodile fought Whitebeard and joined the warlords in his early 20s and considering that he is currently 46 that means this fight with Whitebeard happened at least 21 years ago. That means crocodile was already (and most likely always) a man before Luffy’s birth 19 years ago.
