How tf could cross guild have been done before the reverie when the warlords disbanded

Writing a shounen isn't rocket science dude. How about add tension to the story by having them form Cross Guild before the disbanding of the warlord system so there will be more of a reason to disband. Or create new warlords to take their place like Oda has done several times already. Now Mihawk, Croc, Buggy have a purpose in the plot instead of waiting literally 1000+ chapters to form it.

Cross guild couldn't have existed any where prior to Dressrosa/aftermath of Dressrosa. Basically, the abolishment of the Shichibukai is a necessity for Cross guild. So it fits the timeline at least.

Oda could have done this CG plot before Yonko Saga
Have warlords team up cause they got leaks that they will be expelled soon during reverie.

CG is far and away the best thing Oda has done since they reached Fishman Island. It he didn't have this up his sleeve we'd be in a dark age
