Both

The myth like most myths was formed from mistellings of the real person

There actually was a Davy Jones and he likely actually invented Davy Back Fights

But the whole cursed to live on the sea floor thing is likely just a misunderstanding

And him sending ships to the sea floor sounds eerily similar to the ability they said the man in the all black boat has

If Davy Jones is somehow the whirlpool man, he makes going up to a sky island easier because they need to be in a whirlpool or something.

Blackbeard plans on going to a sky island if he wants to invite that man.

This man could’ve also helped Urogue pirates go up to a sky island in the Kaido introduction chapter.

In the manga and an SBS, Davy Jones is spoken about as the legend of a lying, greedy, and notorious pirate who once lived in ancient times and was cursed by a Demon or the Devil to eternally remain in the deep sea (seafloor).

Xebec worships him, and pirates view Davy Jones's Locker as a form of fated punishment for disgraceful pirates. This is their pirate version of Hell. As for the Devil who cursed Davy, it's easy to draw a connection to Imu.

So, who is Davy to Imu? Davy's insatiable greed may have eventually peaked as a desire to become the King of the World and thus directly challenged Imu in the process. If Teach inherited Xebec's will, then maybe Xebec himself inherited Davy's will.

What's interesting is that Davy Jones is believed to be immortal, like Imu, and is said to take in all sunken things. The latter aspect mirrors the concept behind the Yami Yami no Mi. In the deep sea, there's no light; only darkness. The gravity of the depths exerts crushing water pressure, akin to a black hole. Maybe the Yami Yami no Mi is the key to liberating Davy from his cursed fate. Its Awakening could allow Blackbeard to use existing darkness to manifest his Black Hole technique in those depths and then use his Liberation technique to free Davy.

Not sure if Imu was the one who cursed Davy Jones because Davy seems to be much older character, perhaps from the 1st world.
There is no mention of Davy Jones in the 2nd world, in the war of the Void Century, that's about Joyboy+allies vs Imu+allies.

Maybe Davy Jones is a remnant of the 1st world and Imu somehow managed to curse him and that's why Joyboy started the war...
If Davy's curse is a result of a Devil Fruit ability, the death of the user might break that curse. Similar to how unconsciuousness breaks Sugar's "curse"...

Do you think Davy Jones was a real person in One Piece?
Yes;
Perhaps thats related to Teach having 3 hearts via being a special Kraken related half fishman.

Its also possible he could be from Davy Jones bloodline (Davy Jones could be related to fishmen as well) and if Joy Boy and Davy Jones were once worked together to fight vs Government, Imu might be fearing of same thing happening again.
