Haki is just a name for spiritual energy. Power of Love is likely the same in nature.

I think the difference is Power of Love is a selfless, and Conqueror's is selfish.

Sanji has always been selfless. He's not used to be selfish, but he needs to be, in order to be more effective when he's being selfless.

In essense, Sanji has to learn to put on his own oxygen mask first.

Just like how ace was born. Selfless love for the child. It could never be selfish. Hence he was carried in her stomach for much longer than normal.
