I think we are looking at the situation completely wrong.

I believe, mind you I might be wrong.

that all devil fruits carry a spirit or devil within them, it is possible that joy boy is simply the spirit/devil if the gum gum fruit.

And since the first festival is happening which is when the world of the living and the world of the spirits are closest, joy boy aka gum gum fruit somehow is taking over luffys body temporarily.

this wouldnt happen if it wasnt during the fire festival, thats why the wg didnt care until now when luffy could actually lose to kaido and its happening during the fire festival. Just my 2 cents

I feel like that would be opening a huge can of worms though. We'll expect to see most df users' devil spirit similar to finding out every Bleach character's zanpakuto's abilities.
