Kaido coping with haki is just his statement, not a factual statement, he was mad his fruit wasn’t the strongest zoan anymore, and as a matter of fact, his strongest move was DF oriented.
There is no haki vs DF narrative in the story, haki is a supplement, not a different power set. The three types of haki are also RPG-esque in their nature, with observation focusing on accuracy and evasion, conqueror on debuffing, armament on buffing, and that’s good, but you can’t go crazy with it, for the simple reason that it’s a shared power system, you can’t have Shanks pulling some stupid spatial or temporal powers via haki, without asking the fanbase a suspension of disbelief, on how Kaidou, WB, Big Mom etc aren’t able to do that as well, devil fruit, thiugh? Possibilities are endless.
Big Mom could never become a Yonkou without the Soul fruit, not only it makes her much more deadly when Oda doesn’t troll her, it’s basically required to run WCI, Kaidou wasn’t looking to make a haki themed crew with the whole smile thing, and again, his strongest attack was a df attack, and even before that, he was in hybrid form, Sengoku said that WB is capable to destroy the entire planet with his df, not haki, and Blackbeard, didn’t want to do anything without those fruits. Having a df also doesn’t mean your haki suddenly is weaker, the only real downside is the seastone stuff, but that’s really under-utilised as of chapter 1052, WB was able to clash with Roger equally without fruit, and I suspect the DF gave him the edge in claiming the WSM title back when Roger was alive.
Compared to DF-less characters like Garp, Roger, Shanks, Mihawk, they all have one thing in common, they all get ahead due to portrayal, rather than actual presence in the story, and we can’t reallly blame Oda, it’s much easier to draw multiple chapters of a zoan user such as Kaidou fighting, rather than Garp or Mihawk continuously fighting for many chapters, their style is basically Luffy’s and Zoro’s, but more refined, and Roger? He had a clash on-screen with Whitebeard, it was cool, don’t get me wrong, but such a battle couldn’t have a good choreography, so Oda just offscreened it. Shanks biggest feat so far are, stopping Kaidou (offpanel) and Blocking an attack from half dead Akainu after the quake punch (one panel).
I can’t see non-df users being built for lasting battles, even watching at the protagonist fights, all of Luffy’s serious opponents had a df ability that guaranteed a different choreography for the fight, so really, Shanks fans better hope he has some mythical zoan or something along those lines on his sword, or he’s offscreen+hype up material.
