Nah Oda doesn't hate Usopp. He just didn't know how to handle the sheer number of characters and plotlines happening in Wano, so some characters like Usopp and Brook got the short end of the stick

He's gotten the short end of the stick for the last 7 years close to being 8 on September, at some point it's no longer a mistake by Oda and instead intentional
