My opinion here is that the only kingdom that could've been capable of making the Devil Fruits was the Ancient Kingdom. No other kingdom could do it, and we know the Ancient Kingdom had Superior Technology.

I think they used the Voice of All Things to make Devil Fruits.

Superior Tech + Voice of All Things = Devil Fruits

It's as simple as that, I think.

Some hogwash explanation about how they used Superior Technology to combine the energy of All Things and contain it in a Fruit-Bearing True.

I would like to remind you that "magic" does not exist. That has been said repeatedly in the story. Devil Fruit abilities are NOT magic.

It would relate with the rule of magic in science fiction that any sufficient form of superior technology would appear to be magic.

It is a result of superior technology.

In 1962, in his book “Profiles of the Future: An Inquiry into the Limits of the Possible”, science fiction writer Arthur C. Clarke formulated his famous Three Laws, of which the third law is the best-known and most widely cited: “Any sufficiently advanced technology is indistinguishable from magic”.

From my point of view, the author is making a point about Arthur C. Clarke's third law concerning magic being confused with advanced technology. It's almost blatantly obvious, but not enough to convince everyone he's doing it.

For the sake of defining what magic is - in this sense, magic is the ability to create something from nothing. Devil Fruits allow a person to do that, and they have not been described as magical, and therefore I believe it is reasonable to assume it is a result of superior technology.

The devil fruits have closer ties with Imu and the five elders, if anything. Just look at their powers for example.
I do look at their powers.

Imu has a problem with figuring out how the technology works.

He was unable to make his own power source for what might be Uranus. This indicates that he doesn't know how it works. He knows how to use it, but he doesn't know how it works.

This tells me that Imu was not a member of the Ancient Kingdom, and he did not share their knowledge on how to create the Ancient Weapons or how to make the Devil Fruits.

As you'll notice, I've mentioned that the Voice of All Things seems to be a primary component here. It can be as simple as Imu not having The Voice of All Things.

Imu and the elders fit the overall theme of being devils though. It was said as early as chapter 19 that "the devil's fruits are all the incarnations of the sea devil and eating it will cause the sea to hate you" As for vegapunks theory I wouldn't take it as fact since he himself doesn't know if it's correct or not. I wouldn't be surprised if next chapter it were to be revealed that the elders themselves are devils who serve imu the "sea devil" It would make sense since they have had such a prominent focus in the arc and imu has had even more of a focus recently than ever before.
