1_They got this position 40 years ago because of the help and actions they did to the Five Elders...This opinion could be true if they don't kill a CD
2_Knights have their own palaces in the world and supervise other countries...It may also mean that the Figarland family ruled there 800 years ago
And why did Rocks go to GodValley?
What was Roger's reason for fighting Rocks?

No.. We know they were ruling God Valley, CDs don't rule anything specific, they left there old kingdoms to other rulers

I would say.. They are not considered CDs.. Just Holy Knights..

It's just that apparently each Family has a Leader, like a Head of Family Figure

Nine of them are Holy Knights
Five others are Gorosei
And Imu is sitting on Empty Throne

This means that there are 4 more Family Leaders to be revealed
And seeing how Mihawk have same Eyes as Imu & Crocodile hinted at a Betrayal that they both witnessed
It's possible Imu betrayed those 4 & made them lose their Claim for Empty Throne (Similar to how Kurozumi betrayed Four others to Rule)
Third Family could be "Bartholomew or Jewelry" which is why Kuma was Enslaved (His Family was accused of that Betrayal instead)
Fourth Family could be the One that ruled Goa Kingdom (Before Sterry), hence why Oda refused to show him or it was Moria's

Its confusing really, but seems God Valley was a special place, not a normal Island, but a place for the Celestials.

Could be that he is a CD but as the head of the HK he acted as this "king" of God Valley, basically the governor of a CD special place.

I doubt that the CD would let any non CD execute one of them, most likely the HK are of higher Rank than the average CD, and only bellow Imu and Gorosei.
