most likely it's morgan who gave yonko their title.. even gorosei are pissed when that's happened, they just acknowledge it afterwards

Yet, Sengoku stopped the paramount war because of Shanks royalty status.

Gorosei being hesistant to touch Uta stating she’s Figarland like Shanks in movie Red or he has special privilege to see Goresei in Mariejois.

This tells me that the Figarland didn’t disown and still sees him as their own which is why he’s untouchable unlike Sanji and Sabo who were hated and went through abuse in their childhood.
