See, the problem is, Harald went to the Reverie and he saw the World Nobles wanting to enslave him or torture him to death.
Obviously he was long dead since the last Reverie where Shirahoshi was almost enslaved by Charlos, but an individual king is as powerful as a peasant to the whims of a World Noble.

he knew what happened in past 1000 years between giants and the world. the elders talk to him about galley-ra, and other elbaf legend including nika and liberation things. and he know how corrupt is world government is and even rocks told him about davy clan.
if he want peace and dont want to join rocks, it is still okay,
and he was devastated about rocks's death is understandable

harald hypocrisy is at maximum level..
he said he doesnt care about appearance anymore before he break his horn, but the motivation of his action is actually the opposite..
he does CARE about appearance, and in fact it seems it is actually his top priority

Harland learned the wrong lessons from Ida’s bravery and tried to take shortcuts to peace through appeasement of evil.
Being generous, he did what he thought was right for reasons he thought were just. I personally don’t buy the just part.
I think Harland was fundamentally ignorant and cowardly, not misguided. I posit he knows it himself, hence his genuine heartbreak over Rocks - not that I buy Oda actually did the work to establish this deep kinship properly.

Hell no. Yes, the WG can never be trusted. But he's betraying his entire heritage.

Harald seems a very weak character - has no issue with bigamy because old giants said so, doesn't defend his son against the evils of elbaph traditions, subjugated himself to the organisation which murdered his friend and their entire family simply for existing. I can understand if Xebec was executed for being a pirate, but to target his family and make a spectacle of it, and then you bend the knee to the same entity who orchestrated it.
He made a mistake so many otherwise intelligent and empathic people make these days - trying to get on good terms with the bully by succumbing to them and playing by their rules.
Only problem - the bully gives a flying fuck about that. If you give them the little finger, they will take the whole arm.

He knows WG is a bully yet he also realizes that only them have the mechanism to make Elbaf and Giants more integrated in the world.
What is your solution? Continuing isolation and keep pillaging neighboring countries for resources?
Reality is you have no choice but to engage with an established authority no matter how wicked it is.
