Im is supposed to be a secret to the world , so i seriously think he never got out of Mariejois since a long time ago .... like a really long time ago , maybe Void Century
The only Celestial Dragons that can get out of Mariejois regularly are the regular ones ( i mean like Roswald , Charloss , Charloss' sister , Donquixote Mjosgard Homing etc. , and the one who came to Goa Kingdom and shot Sabo-forgot his name )

Like already pointed out, Im Sama also has to keep his identity hidden and the way he has been able to do so for centuries he avoid risks as far as possible. I would say he mostly stay in Maryjois and if head out, it is with disguise n keep low profile.
Not to mention, he need not make a move himself, he has the forces of entire Marines, CP and Gorosie might also be fighters.

At the time of Rock's being taken down, Whitebeard was not as strong as Roger. Only Xebec, Garp and Roger were close to/at their prime.
Whitebeard was right between Admiral and First Mate Level at the time of Rocks Downfall
Big Mom, Shiki and Kaido were only Yonko Commander Level back then.
Also, Roger went to Totland on his final journey. He was sick and dying, weakened at the time of of his visiting Big Mom's country, so he was already weaker than he was 7 years before. Age 39-48 was when Roger was at his strongest.
Roger visited Big Mom at age 50-53 when he was sick and weak so he never had the stamina or energy to fight Big Mom.
