Comparing Pre time skip Luffy to other pirates with 300m bounties, I definitely think this one doesn’t fit his actual threat level. Maybe you can justify with the Nika fruit boosting him but idk that seems off as an excuse.

So from Ennis Lobby to Post time skip is when I’d say his bounty wasn’t reflecting his real threat level.

The 300m level pirates haven't even done a 10th of what Luffy was doing pre timeskip. Dude was actively going up against the WG from the moment he set foot in the new world even without knowing he was doing it.

Don't get me wrong he was way weak but his actions inflated his bounty way too much. When you think his war against Moria was covered up he could have had something like 500m already. Ideally he should have been in the 180-250m going of his strength level. 300m level veterans like Daifuku, Oven, beat pre skip Luffy.
