Usopp should be able to deal with a veteran lvl foe, if it wasn't in Wano it should be now at least. If Oda cares to eventually show it at least.

This line was a direct reference to shakky's statement about rayleigh being 100x stronger than SHs and supernovas.

What luffy meant is that both him and his crew were 100x stronger to what they, individually, were during sabaody.

Luffy has always been confortably above the rest of his crew and the distance only grew larger with his awakening + ACoC.

Add CoA to that 5 x stronger , which makes it like 50 times stronger than base.
Note : Zoro Demonstrated first haki coating in dressrosa.

You can interchange adcoc as 5x and CoA as 2x.

But yea only luffy and zoro are 100x stronger...
