For a supreme commander in endgame, it would make sense to show up after the navy collapse when Akainu goes into meltdown, Kizaru goes AWOL, Greenbull beaten and half of the marines wiped by Cross Guild and Fujitora joins SWORD alongside with Garb, Sengoku, Tsuru, Smoker, Hina and half of the vice admirals.
