It seems like Oda always intended for there to be 11 SHs. The dialogue in Dressrosa made it sound like it was almost impossible for Kuzan to be the 10th TC. I think that Oda did plan for the 10th TC to be a brand new character, but changed his mind at the last minute about Yamato joining the crew, so he had to make Kuzan the 10th TC even though it basically contradicts what was said in Dressrosa

Yamatoad was mid, but it does feel like the SHs are missing one extra heavy hitter. They aren't really worthy of being a Yonko crew tbh. Luffy only has 3 guys in the high tier range (Zoro, Sanji, Jinbe), 5 Vet level characters, and Usopp. The SHGF is small, weak, and doesn't actually help Luffy out. The SHs would get overwhelmed if they fought all the BPs or BMPs with just the 10 of them
It's obvious that the plan was for Yamato to become part of the Straw Hats, but after the 1-month break, Oda seems to have thrown those plans overboard, as evidenced by the ridiculous explanation for it in Chapter 1057 that he had to come up with quickly. If he has to take several weeks to make plot changes, it had to be something big, like just removing a Straw Hat member from the plot.
Ah, the good old "Chapter 1" line.
For Oda lovers, this is kind of a promise.
For Carrot/Yamato fans, this is a 25 years old bait.
