I think Xebec had either Yami Yami no Mi or Gura Gura no Mi. He was a threat to the entire WG and he declared his intention to become the King of the World. I doubt he would be as dangerous for WG with mere Mera Fruit while there are fruits like Yami, Gura, or even Magu Magu no Mi.
Well, his subordinates had three of the five most powerful fruits in the series (Gura Gura, Soru Soru and Fuwa Fuwa), except Kaido, who at that time did not yet have his. So it would make sense that he would have the only fruit capable of cancelling out the power of the others.
