No not when the story actively tells you Roger was Pirate King and the first and only visitor to Laugh Tale lol. We have no idea what Rocks knows. Evidently he knows something, that doesnt mean he knows the true history.

Also he would have taken One Piece in a heartbeat if he went to Laugh Tale, so clearly he didnt.
