Before attacking Queen, Sanji screamed not only once, but five times, and especially in the last 3 screams Sanji was clearly screaming to attract Queen's attention:
First time: イフリートジャンブ!!! (Ifrit Jambe!!!)
Second time: 謎も解けたぞ…‼ (I also solved the puzzle...!!)
Third time: お前だったんだろ‼? (It was you, right!!?)
Fourth time: クイーン!!! (Queen!!!)
Fifth time: ……人間のクズが!!! (Trash of human!!!)
And it can't be argued that Sanji was just monologuing, because in the same scene there's a clear distinction between the speech bubbles for his thoughts and for the things that he was saying out loud.
So there's really no excuse for people to say that Sanji sneak attacked Queen. It's made clear that Sanji deliberately called Queen's attention as much as possible before hitting him for the first time.
Oda deliberately made Sanji scream many times calling Queen's attention to confirm it for the readers that Sanji wasn't sneak attacking Queen.
