Blackbeard got a very huge bounty bump, keep in mind, the jump he has was above the one Luffy got by defeating the strongest yonkou post timeskip, there has to be a reason he’s now hovering at 4B.
It cannot be the events we’ve seen, him failing against Boa is a net negative if any, and while yes, kidnapping the hero kid can be considered something, it is really inconsequential to what Luffy did, it’s possible that Law being defeated helps, but it cannot be the only thing for such a drastic bump.
What if the bounty we saw earlier was a “spoiler” by Oda, and it was the bounty Blackbeard got after killing (haha) or imprisoning Garp, who lost due to being accompanied by Helmeppo and Hibari, while the incompetent Blackbeard still had the number advantage of his entire crew just like he did vs a dying Whitebeard and squeezed a victory after having another mental breakdown on why someone doesn’t go down?
Are we getting, after Egghead that is, the usual crying faces Oda loves so much as an exposition tool for the Strawhats, and Luffy is finally forced to fight Blackbeard to rescue all the rejects Blackbeard collected?

As others said, Amazon Lily took place before, BB probably got 3.9 billion after Amazon Lily.

Gorosei said Aokiji was with BB pirates since Dressrosa while talking with Lakainu, and we've seen BB was informing Burgess about Aokiji joining them during the Dressrosa arc, when BB's bounty was 2.2 Billion, so nope, you will need to find another weak excuse for crying about BB's superior bounty.

And captain boosts underling bounties, not the otherway around:

if captain and underling are equal in power, then underling gets a bigger bounty for that reason.

Otherwise we have to consider kidnapping coby worth the jump from 2.2B to 3.9B.
