I think the gorosei already knew what will happen, and theyre trying to prevent it, but the most thing that theyre trying to prevent is probably the meeting of Luffy and Shanks.

the conversation beetween Shanks and The Gorosei was so intense and so shocking for them that even the gorosei ends up stoping their plans on eliminating cobra of the alabasta, and focus their plans to luffy. But what their preventing?

i think their preventing shanks on telling the real name of his devil fruit, this is one of the reason why they have to meet right now because this is another huge boost to luffy power up that luffy really needs to defeat blackbeard and the WG

i think shanks didnt betray him think about this, remember the time after the war of the best reyleigh went with luffy to ring the ox bell? I think one of the reason why reyleigh did that was to bring a msg to the gorosei like reyleigh is saying that “ i bet my life that luffy is the one that the roger was waiting for “

this is similar to how shanks bet his arms for luffy

the similar thing that whitebeard accepted his death its because he saw that his crew would have a future with luffy thats why he bet everything on him and even save his life

what im trying to say is that shanks went their to probably challenge the gorosei gave them the future outcome just like how he bet his arms for the new age, or the time he knew ace wasnt ready to face blackbeard

I think Shanks wants Luffy to find the treasure at least and let Roger's era live once again so if he talked about Luffy he probably did so to warn the Government about the danger of facing him off but I want to hope he talked about Teach instead cause this theory doesn't convince me extensively
