Mihawk is a Marine Hunter long before than Buggy and Croc, thats a factor as well just like you think Alber being Lunarian was the reason he still has bigger bounty than Zolo.

If Mihawk is a marine hunter, Buggy is from the Roger Pirates and is seen as the schemer and boss for Cross Guild. About the Marines knowing about the Zoro and Sanji fights, I am not sure.

Buggy was an apprentice in Roger pirates not even a leading member. Marine Hunter is still worse since other pirates do not directly aim Marines, Marine Hunter is exactly like Revolutionary which made Dragon the most wanted man over Emperors. Marine Hunter Mihawk could be like Revolutionary Dragon, the most wanted man.

The results of Zolo and Sanji defeating Alber and Queen were announced all over Wano which includes CP0.
