They went and saw Dorry and Broggy in Little Garden so I am sure they would have stopped over in Elbaph. Also, there's a reason why Gaban chose Elbaph as his home. It would be weird if he did it on a whim. He probably saw Ripley and fell in love and when their journey came to an end, he decided to settle there.
