Despite this knowledge, he apparently decided to give the Gorosei higher authority than him with the Seraphim?

What if Vegapunk somehow lied/tricked the government and the elders into believing they held more authority over the Seraphim than him?

And is using the lie as a trick to lure one of the Gorosei to Egghead?

Not a matter of "being an idiot", but stussy, for example, was created before he worked for the WG, during MADS days.

Now that he's employed by them, I think it's nothing out of ordinary that the Gorosei made sure to keep an higher authority than VP himself over the Seraphims.
If we go through the route of "VP actually bamboozled them", we can into some retarded and annoying shounen trope of "just like I planned from the beginning" lazy ass twists.
