As soon as Sabo got the Mera he could replicate Ace’s signature attack, raze the city in flames, and clash with an Admirals DF.
No reason he couldn’t given the same amount of time as Aokiji and Akainu.

We don't know how Lunarian fire exactly works. If it only defends against physical attacks or internal/elemental attacks too.
Plus we know for a fact that Seraphim are cyborgs since they can shoot lasers just like Pacifista.
Therefore, yes it would make sense if a massive electrical attack would be enough of a weakpoint to slightly damage them yet not enough for a full on KO since they're still pretty damn strong.
