I know it's stupid but oda does it to drive the plot forward albeit at the cost of making SHs look like weaklings or hype mecha shark but that's how it is.

Let me get this straight:

Zoro sees a giant shark and is understandably surprised that the giant shark is made of metal because, y'kno, usually sharks aren't made of metal.

And you take this to mean that Zoro can't cut metal? Talk about a reach - not even Kanjuro could draw this conclusion.

If Luffy saw a flying pig and shouted "that pig can fly?", would that imply Luffy himself can't fly? No, it would imply that usually pigs can't fly and Sharks aren't made of metal. Powerscalers be doing way too much.

It could be made out of Wapometal. If I recall correctly, that was the stuff that was used in Marineford Arc to trap the Whitebeard Pirates. The metal was durable enough to withstand one of Whitebeard's quake attacks.

Franky Destroyed Metal in Puck Hazard with Laser. He forgot he had laser
Zoro fought underwater and cut off Octopus legs, he forgot he can do that
Sanji literally flies underwater and beat octopus, he forgot he can do that
Luffy flied using G4 and G5, he forgot he can do that
Sanji's job is flying, he forgot he can do that to rescue luffy and a GIRL
NONE of them sensed any attack incoming, they forgot they had FS/Observation Haki

I don't think zoro's uncapable to cut wapometal. Especially at this point. Besides, isn't Franky's general made of wapometal? He was beaten up and deformed quite well by the flying Dino guy
