Could we say that Zoro went all out against King? Shouldn't Asura still be his strongest move (especially the improved current version of it), thus indicating he still had something in store that he didn't have to use? Will he use it against Kaido?

In my opinion, Zoro only showed 60% of his Full Current Capabilities against King
And there is still Room for more Power Ups this Arc, with Black Blade & making Asura a Lasting Mode

I do not think that we can rate Zoros attacks like this.
there is no "strongest".
Oda just used different styles for novelty reason. an Ittoryu attack can be as strong is a Santoryu or Kyutoryu attack.
Hiryu Kaen for example.

It's true he has to use alot of haki to control enma and stop it from taking more of his haki. He didn't use his strongest attack or strongest mode with his new power.

He went all out in the sense he was unleashing all of his haki on his swords, even the non-enma one. so all the attacks he was unleashing were at the maximum damage output they could deliver. And he used a new sentoryu style
