Dragon so far. He was my most anticipated character pre skip, but post skip has been a massive disappointment, especially at the Reverie, where he didnโt even go and let Sabo do all the work instead. I think Oda will turn it around, but heโs been a huge damp squib in his appearances in the last few years.
Kid is in second place. Has not even slightly lived up to his timeskip potential. I thought this man would be an arc antagonist in order to build up to Yonko, instead heโs playing tsundere backup to Luffy. I have no interest in him anymore. Why would I care about anything he does in the future when heโs being relentlessly ignored by the two Yonko because Luffy is so much more impressive?
Kaido might make the list if the end of Wano isnโt good to him.
Also special mention to Apoo going from a guy that will attack an Admiral to Kaidoโs bitch DJ with less self-respect than fodder.

Magellan. A lot of people thought that he's Admiral level because of his warden position and his devil fruit. Now not only he got murked by pre-timeskip Teach, he got demoted into vice warden position.
Second is Drake. People on YouTube expects him to be the second strongest supernova after Luffy but all he does is destroying some village, capturing Caribou who's not even that strong, can't catch RS Sanji with Hawkins, can't even scratch Base Sanji, got one shotted by Queen, can't even defeat Apoo on his own so he have to ask Zoro for help, etc.

Iโm disappointed in Smoker too. Every once in awhile a thread pops up about Smoker being important or strong and I honestly think Smokers role in the story going forward is very small.
He wonโt magically go from moderately above base Sanji to relevant Pl wise and I think, compared to Fujitora or Koby, his spot as tsunadere marine ally is about to be usurped.

Hawkins. He came in sabaody with the third highest bounty, and since he doesn't look ruthless (he saves the waiter) like kidd it looked like that bounty could be justified just by his strenght and power. But in Wano he looked very bad.
Drake. I thought he could do more than this, hope he will step up.

Probably Smoker. I still have hope we'll see him post-Wano and he'll have accomplished something significant. I like the guy but I don't recall him winning any fights since he was re-introduced post-timeskip. He lost like what? 3 times in one arc. I'd like to see him get stronger, him and Tashigi.
Smoothie and Compote have yet to do anything significant even though they have quite a bit of hype, being introduced along with the other strong members of Big Mom's crew that were actually useful in Whole Cake.
