Because it’s not Odas style. Dismemberment is designed to be a gruesome thing which is why it’s only really done by villains (doffy, Kaido) or an act of self sacrifice (Shanks, Zeff)

Having it done or even more so completely cleaving through enemies to kill/critically wound them lowers the impact of when it’s done.

Above all, One Piece isn’t a seinen, it’s not going to involve those gruesome scenes. But you can ask the same thing about swordsman of other shonen manga as well.

It's obviously because this isn't a series interested in portraying gore by choice, isolating swordsmen is also pointless since it's a design philosophy that applies to the everything and it's the same reason heads don't explode when Luffy punches them and people don't become mangled charred remains after Nami zaps them.
Don't forget that Ace's attacks for some reason don't even leave any First Degree Burns

Also discuss why Luffy's punch, which is as strong as a gun's bullet or bazooka's missile from the start of the manga, didnt crush his opponents' brains from the get go.

On the topic, imo since OP is a manga for kids and we dont want to see Zoro slashing people's guts or head open over and over and also we dont want to see Luffy's enemies had their head exploded everytime Luffy flicks his fingers at their head.
