I just want to point out something that maybe makes a ton of sense!
Awakenings only occur rarely.
Why?
It can be because it requires people to follow a Path of Righteousness.
What is a Path of Righteousness?
- A Path of Righteousness in the definition followed in this post includes the acts involved with pursuing a Divine Dream or a Divine Sense of Justice.
Why does a Path of Righteousness affect an Awakening?
- Simple! The highest tier of Conqueror's Haki is directly related to The Heavens.
- The Heavens will only permit people who have Divine Dreams and Divine Senses of Justice to use the highest tier of Conqueror's Haki.
- Without a Divine Dream or a Divine Sense of Justice a person cannot achieve an Awakened State.
Why Didn't Any Previous Emperors Have Awakenings?
Whitebeard = World Conquest, but he really just wanted a family.
Big Mom = World Conquest, but she really just wanted a community.
Kaido = World Conquest, but he really just wanted to have fun or die.
Shanks presumably does not have a Devil Fruit, and so he cannot awaken it, but he does have Superior Haki which may imply that because he has followed a righteous path that he was granted a a unique power up that involves only Haki similar to an Awakening with a Devil Fruit.
With this said, Dreams and Justice may be plot devices to allow certain characters to achieve an awakened state power up.
Kizaru is eligible for this type of power up, and so are many other characters. You don't even need to be a Devil Fruit user to gain a power up as evidenced by Shanks. I don't mean to hammer in the point, but Benn Beckman may not have a Devil Fruit either and he's obviously a high tier fighter. He may also have a superior form of Haki as a result of following a Righteous Path.
Shanks may even hold the belief that you don't need a Devil Fruit to be powerful because if you follow a Righteous Path then you will invariably become strong, but if you eat a Devil Fruit then you have a self-imposed weakness.
