I think you are right in that these characters have earned these things. You cannot forge the strongest black blade just like that, great swords require great swordsmen to actually use them like Enma being wielded by only two guys while it has been in the country of Samurai for so long. Similarly only the strongest can use their devil fruits which seem to be the best. Mr 4 had an OP devil fruit, Robin has one, even that weight changing guy from Doffys had a potentially great fruit.

The reason for these top tiers having the strongest devil fruits and swords is because they themselves are the greatest. And when you spend your life ready for battle you somehow find the best tools that will give you the best ability that complements your style and power.

I know people have been shitting on Mihawk because the strongest blade thing and WB and Kaido having weapons strong enough to channel their great strength and not break is somehow messing up with their power scaling.

Or how Luffy is getting disrespected like having an OP devil fruit and getting carried by it. But in both cases the characters have earned these things. Mihawk forged the strongest blade and Luffy only awakened the Nika fruit because his mind and body had finally reached the level that would allow it to be awakened. Call it whatever you want but it has been clear that Luffy worked and trained hard to earn that awakening. In 800 years nobody had awakened the fruit meaning nobody had reached the required mind and body level to awaken it.

Luffy is the strongest zoan.

You can easily understand that people are worthy when Teach had WB DF and another logic yet not called WSM.

Yoru is the strongest sword but is a black blade. Mihawk talks with Zoro heavily implies that he is the one who made it black. So he made his sword the strongest. Not that means he was the strongest before that.

Kaido himself stated that haki rules over everything. Implying that he is only the WSC because of his haki and not DF alone. But sure there is God Valley plot and he losing to Luffy because of DF and not haki.

If Milhawk don’t have sword , his AP is heavily nerf . His coO remain same which he is best one to use it.

Whitebeard can punch and know all 3 type haki . Even if you take his spear and fruit, he has strength, endurance, and same durability. He know close combat move like punch, kicks, etc.

If kaido don’t have zoan fruit , he lose his durability, endurance , and strength boost. Zoan fruit boost person status up. Kaido use spike club way more often . He used it as kid. Taking his weapon away would nerf his AP power. I can’t remember base kaido actually throw the punch or close combat before.
‘Kaido know basic CoA, adcanced coc, coO , and future sight.

If Akainu don’t have magma fruit, he only lose his AP . But he has same endurance, durability, and strength.
‘He is same guy who block Whitebeard spear attack with his foot.
Haki make logia less powerful than before.
‘Akainu know coA, advanced coA, and basic coO.

Whitebeard and Akainu look best without using fruit and weapon.
Garp is best example being top tier without fruit or weapon , or coc user.
