How likely do you think each has of being a devil fruit user out of 100% do
In a world full of other fruit users with insane abilities with the strongest of them also needing to be proficient in haki what are their chances of not having one?

Like is roger just naturally way stronger than characters like newgate, shiki, linlin and kaido that he doesn't need one?
Is garp just naturally physically stronger than characters like kaido, linlin, oden, and sengoku (a mythical zoan)?
Etc.

Dragon certainly has a devil fruit power, and I don't know about Rocks.

But the others don't seem to have one, and they don't need one. There are many more ways to get stronger other than by eating a devil fruit, which would give them the weak point of not being able to swim, which is bad especially for pirates.

Like in garps case what puts him over kaido linlin Oden and sengoku
Or even the current admirals

Gear 2/Base Luffy fighting Hybrid Kaido to a stand still should tell you that CoC is so overpowered that in normal 1vs1 battle most of the other powers don't matter as much.

Don't get me wrong, the fruits are still important due to their military might outside of 1 vs 1 combat. Like Fuji despite being one of the weaker admirals is among the best assets the world govt have if they wanted to destroy a country or someshit. NewGate would still be a giga chad even without Gura but the fruit adds to his fearsome reputation. You don't wanna anger him and risk him sending a Tsunami to your island 😂.
So people like Garp, Roger etc imo are 1 vs 1 machines on the same level as anyone, shanks and Mihawk could also be viewed as such.

  1. Xebec - Likely had one
  2. Roger - Very unlikely, we saw him fight already and he didnt used anything
  3. Garp - Very unlikely too, we've seen him in action too already
  4. Shanks - Possible, but unlikely, maybe 30% chance.
  5. Dragon - Very high chance, 95% in my opinion
  6. Rayleigh - 0% Chance, we saw him in action, he was introduced and shown as Haki specialist, never mentioned any DF
  7. Mihawk - Very Unlikely too

1. Xebec feels like a user of a DF - I'm guessing Dark Dark Fruit
2. Roger didn't have a DF 100%
3. Garp doesn't have a DF 1000%
4. Shanks doesn't have a fruit 99% unless he ate one after saving Luffy which is unlikely
5. Dragon has a DF 100%, most likely a weather manipulation fruit
6. Rayleigh doesn't have a fruit confirmed as he just recently swam through the calm belt to get to Amazon Lily
7. Mihawk doesn't have a DF 99%, as he is portrayed as a pure Swordsman like Zoro

Luffy's Gear 5 using Adv CoC and Adv CoA at stated by kaido in chapter 1045, should also alert you to how powerful CoC is.

Luffy chose to boost his Awakening by using CoC.

Maybe Dragon got a Wind Logia

Perhaps Xebec was the previous Yami user, I always had this headcanon but sadly not many elements at disposal to strenghten or weaker this hypothesis

Roger I warmly hope not, that would take some hype away when compared to Garp Mihawk and other fellas
