You just stated all my hopes and dreams about Elbaf. Since childhood when I first read and watched One Piece when I heard about Elbaf I've had giant hopes for that and having the fact that we are SO CLOSE to finally visit it my expectations are gigantic and I hope it will be one of the best arcs in one piece.

Its probably the grand fleet, Usopp wanted to be a captain and he was worshipped by some of them at least at Dressrosa as a "God". The Tontattas especially literally worship him too.
(I'm still holding out that Usopp is a Montblanc at least, maybe a Marshall too and that's why Oda is having his full name not revealed yet. I'm certain he is a D too as he shot down the WG flag too ofc.)
In total, there are at least 5640 members from those seven crews, not counting the Straw Hat Pirates themselves.
Oh wait I remember, there was theories that will get more to the GF from Zou, Wano and Elbaf and such and make it 8000 in total. Maybe allies of theirs from previous islands/arcs adding people to the fleet too.
The 10 giants Usopp took down should have been the Numbers tbh, there were 10 of them and Usopp could have gone against Apoo and outsmarted him. Usopp has insane durability like Apoo and Usopp would outsmart that cunning bastard too eventually.
Oda may have him do it vs 10 regular giants too BUT he has at least 5 giant allies not including the giants who are with Hajrudin and joined the GF with him too.

At this point it completely depends on the type of arc Elbaf would hypothetically be, but it would be great if he somehow managed to become a leader figure for the giants and inspired them to join the Alliance for the final war. Usopp, a savior figure for the Tontattas and the Giants: the smallest and the biggest race
Oda actually is not that good at setting up power system, if I was him I would give Usopp basic CoO and CoA hardening right off the TS as well as make him strong enough to actually hold a 10 ton hammer and even coat it with CoA, that would make him stronger than Trebol, Hajrudin, Sai and Cavendish.
Using these powerups with the ability to utilize the different artillery in Wano would make him YC3 level by defeating Jack
