It's both. He was dodging attacks but then he tanked it with his leg and you got the star effect, sound effect of metal, and one of the soldiers even pointing out he blocked it with his leg.

There are people that ONLY watch the anime.

By Toei having Sanji heart-eye Bonney, when Oda deliberately never crossed that line.
They have now made both Sanji AND Oda look bad, as something the author did when he didn't.
Add Oda's friendship he has with Watsuki (because it's wrong to drop a friend for anything.)

And people will now wrongly start to accuse Oda of making his main cast (the role models to kids) pedophiles. Following in Watsuki's footsteps.

No silly, it was only observation. Whenever the characters are using armanent it is always shown glowing black and white.

Sanji's leg in your panel doesn't glow black and white.

He didn't use armanent. Judge only commented on his son who used to be punching bag by his brothers, now can at least block attacks using his observation haki.
