Nah, not even close. Bondrewd was ready to sacrifice his daughter for his selfish experiment (which it did happened) while Judge at least give Sanji an option to escape.

- Sanji wished for invisibility. His father wanted him to become invisible (raid suit number 3 design).
- Sanji wants all blue. His father has a litteral swimming kingdom that can swim in any ocean and climb the red line.
- Sanji has armament Haki. His father wanted him to get the exosceleton.
- Sanji has haki. Judge has no Haki / is weaker fighter.

Sanji will become what his father wished him to be. So in that way he is the perfect father. But he did the opposite of what was good for his son.
