That gives him superior portrayal to all the other VAs there.

Oda has chosen to make him the most important of the VAs.

He's also a Buster Call VA and was depicted as one of the more important VAs pretimeskip.

Those hoping for Zodiac VAs stronger than Jobberman are going to be disappointed.

I'm starting to think some VAs may have joined the Navy during the worldwide draft, I doubt the WG just stopped at two guys as powerful as they are. And Akainu would certainly want more strong people to join the Navy
