And while I’ve loved pretty much every Usopp/Giant interaction, I still can’t really see what power a human sniper could add to their arsenal from a Skill class island of giant close combat warriors

Usopp hasn't been the tech guy in a while, Franky came in and specialised in that. Usopp spent the timeskip getting in touch with nature or whatever and incorporating plants into his attacks and such. Plus Elbalf is precisely where he said he wanted to go, no point in him missing it.
