when ever we See Dragon we see wind or storms many speculate that it has to be his DF.
When Ace got to Drum Island it was said that it didn't snow at that day. we can speculate as well it was his DF, but it was mentioned in the novel mentioned that his haki is strong that it melted the snow away.
and Law is used to say the D cause a storm ?
and we had again Roger and Shiki that a storm suddenly came .
so the possiblilty that Dragon causes the wind and storms by his haki is very high and since his will is to change the world , that would plausible .
and what would be Luffy's ability it was not seen yet that Luffy change the weathers when he land on island.

Roger probably also changed the weather when fighting Shiki, so probably Haki

Devil Fruit related is my guess. We’ve seen that strong CoC can affect living creatures and inorganic structures, and Yonko clashes can split the skies, but we don’t have much evidence that Haki affect elemental conditions so much as enhance them when DF users’ powers are active.

There hasn't been any indication in the manga that haki can significantly alter the weather. Even if it could, Ace's haki was nowhere near the required level.
Not necessarily "weather" but how about Shanks and WB clashing which resulted the splitting sky?

But yes:
1. Ace's haki is far from required level to pull something like that.
2. Too many coincidence that it isn't Mera Mera's work.
Mera mera = fire = heat = no snow. Probably the "smaller" effect of his awakening?

How about the panel when Reverie guards saying something along these lines "The wind is unusually strong today" yet apparently Dragon never came to Reverie himself. What happened there?

Whats the scale of dragons fruit ? The one time weve seen it he effortlessly reached the merry with nami on which was nowhere near where he was. Though i doubt dragon had anything to with the reverie. Reaching it form okama land would be op as fuck.

I believe Ace was just a coincidence to foreshadow his ability before he appeared in the story. Just like Crocodile's terror was centered around droughts but later we find out he was using the Dance Powder to achieve that, not his DF even though Croc understands what DF Awakening is.

Dragon's ability is still unknown but producing a gust big enough to blow over a small island does not permanently change the weather. After the gust ended, the clouds were still there and it was still raining. You can say he controls the wind, you can say his range is big enough to affect an island like Fujitora, but you can't say he has actually changed the weather yet.

Roger was a very lucky man. He would have died sooner like Ace for his foolish behavior of never backing down, but fortune looked his way for the most part.

for me it seems that the weather is windy or stormy when ever Dragon is shown in the story.
