People here speculate whatever Mihawk have CoC or not but no one talk about Ivankov, that's unfair!

The 'student-master' relationships we have are:
Luffy-Rayleigh
Zoro-Mihawk
Sanji-Ivankov

What do you think? Does Ivankov have CoC?

Nah, but it has nothing to do with his mentorship of Sanji...I’m sure his commanding officer has it, but Dragon feels like the only potential CoC user in the Revolutionaries.

Mihawk and Ivankov both don't have CoC.
Rayleigh only had CoC as a plot device to teach Luffy, the CoC specialist.

I think Dragon will have it since he leads an organization that liberates people from the World Government and Luffy having it was said to be understandable given who his father was. Iva leads the Revolutionary Army forces in the Grand Line, was the leader of the Okamas in prison and is the ruler of an island of Okama but even so, I wouldn't bet on Ivankov having it. If anyone other than Dragon were to have it though, Sabo would be my first guess, followed by Iva.

- Characters need to be quite powerful and not just wield the characteristics of a supreme Ruler / King which I envision to be the likes of courage, determination and perhaps perseverance as well. Other than a consistent degree of greatness more generically, like the entity of the ambition.

As I see Ivankov doesn't have CoC (He had opportunities to use it but didn't) and he didn't trained Sanji. To me Sanji trained only beating all Okamas from his island but never fought him or was trained by him. That is why the gap between him and Luffy got so big after timeskip.

Ivankov is a Okama Queen. He's also one of the highest ranking member of the Revolutionary Army. Maybe even Dragon's former right hand man before Sabo take over. I wouldn't be surprised if he has it but doesn't train Sanji for it just like how Rayleigh didn't teach Luffy better usage of CoC and Ryou or Mihawk teaching Zoro better swordsmanship and CoA. I think Ivankov is specializes in CoO as respective to Sanji's affinity.
