The thing is, we saw him set up the attack. In that panel, we just see him using ice powers with no black lightning.

When it’s ACoC, we see black lightning on the punch before it’s thrown. We never got that with Kuzan.

Furthermore, if it was ACoC, you would expect an ACoC clash between Garp and an admiral to split the sky, but it didn’t.

Hence imo Kuzan used ACoA+logia powers and Garp used ACoC + ACoA.

You can also see Godbeams which 100% confirm AdCoC usage.
