Yes, the small difference to note is that Luffy needed to use both arms because his named attack requires it

G4 is almost useless at this point (vs new arc enemies) and that is why it gets its limits removed. It is just like with the ssj levels.

Since Luffy unlocked G5 now G4 is the new G2/3 while G2 and G3 basically disappeared. The new pattern is like this: greetings attacks now are G4 attacks and when Luffy meets a villain he gets clowned while in G4 (see snakeman vs Kizaru) while he gets serious when (because) he starts using G5.

It's a necessary buff to be fair, base luffy was of little significance to practically any character who matters in terms of power. Partial transformation is a good compromise so the reader doesn't have to become emotionally invested in the entire transformation like they will do with gear 5

It appears to me that Luffy has received a significant buff in Wano. Being able to use G4 from base should remove his time limit making him more of a monster than he already is.

We saw Gear 4 Luffy box evenly with Kaido for an extended period of time 1v1. In my opinion he would have lost due to the time limit and Kaido just being stronger. Regardless though this makes Luffy Yonko level in base now it was debatable before I think it’s less debatable now.

Yeah at this point the drawbacks are stupid. I would prefer him to just nerf G5 if it’s so busted that it needs the drawbacks.

The problem with Oda is that he keeps repeating the formula. Luffy needs to be the underdog and there needs to be some kind of nerf going with Luffy to create tension. It's too repetitive. I would love if Oda got rid of all the drawbacks and just made fights like pre-gears Luffy: Actually, figuring out strategies to overcome opponents abilities. It would save panel time too. One Piece could have been shorter if didn't have Luffy running all over the place to recharge his G4 since Dressrosa.

I agree with you. He’s done this consistently and it actually removes the sense of danger from the manga. Now when Luffy goes down we don’t really think anything of it and it doesn’t make his opponent look stronger.

To be honest, that is probably Oda being Lazy. We saw water being used against Kata and Cracker to mess with their abilities. Why is it Oda didn't have Nami and Ussop use Kairoseki or some other cleaver trick to beat Page One and Ulti?

He made up those draw back to have Luffy be the underdog. No time limit g2/g3 Luffy would have stomped Moriah and Pacifistas pre-skip.
