Luffy is just a 19 year old kid fighting guys like Kizaru who are 58 years old, while Roger was older and much more experienced than Luffy.
There are other super strong enemies like Akainu, BB, the whole government, and maybe even Shanks.
Given his age and lack of experience, that's a hell of a challenge.

Roger basically had only Shiki, Big Mom, Garp and Rox, and WB were more like a friend. Shiki and Big Mom sure were strong individually but their crews were dogshit back then

However, according to Rayleigh, it wasn't until 4 years prior to Roger's execution that he launched his final voyage on the Grandline. Oden didn't join Roger's crew until 2 years prior to Roger's death. So in that entire time the Roger pirates had been to Lodestar, to the point he met Oden with Whitebeard, nobody knew of Laughtale but the Roger Pirates. Whitebeard had no clue and he was one of the most renowned pirates in the World at that point. So there was no competition to be had for the One Piece throughout 98% of Roger's pirate life.

Yes, there's no question about it, no one even wanted to be pirate king while Roger was alive, they barely knew the one piece existed.

Shiki and his merry band of scrubs would have killed Roger had it not been for the weather saving his ass and Shiki even got a wheel stuck in his head. Whitebeard fought Roger out of habbit but neither of them were seriously trying to kill the other and even exchanged gifts. Rocks was semi-legitimate but it was stated that Rocks infighting and lack of teamwork brought them down. Garp was the only legitimate threat from the Navy and he wasn't really on Roger's level anyway nor did he have the crew power to win.
Oh yeah and he fought Squard at some point
He stole at least two poneglyphs without having to fight for them, he practically went uncontested in getting to Raftel
But now everyone and their grandmother is going after the one piece (I mean this literally by the way, Bartolomew literally calls his granny for navigation tips), not that most of these people are serious competition for Luffy but it demonstrates how it's him against the entire world of pirates and navy.

Yup, reason there is no PK. Roger could sail the seas just running from Marines and not worry about other organizations like Yonko.
Roger didnt defeat WB, Kaido, Big Mom or even an Admiral.
Big Mom literally said that she hated Roger for creating a shitty era where she, Kaido and others had to deal with rookies and many other things that he created.
Yonko are PK competers that cant get to the top as they are equally balanced.
