That's the thing his devil fruit makes whatever bullshit he has in his head. The devil fruits powers is literally enabling the users imagination. Is luffy creative? Yes, but he have an advantage to other devil fruit users because that's his fruit powers its based on his imagination. Luffy is only the most creative devil fruit user because his fruits allowed him too. If other devil fruit users have the same power they would be the most creative too. The other have restrictions while luffys fruit damn near don't. We saw him conjure glasses ffs.
