Yup, that's what I think too. To be honest, I never expected Mihawk and Rayleigh to have bigger bounties than BB's 2 billon lmao. Look where we're now lmao

I was of a similar mind initially too that Mihawk & Rayleigh’s bounties wouldn’t surpass Blackbeard’s first bounty…but I always thought that the 2.2 was ridiculously low.
The current bounty inflation just seals the deal. 3.99 billion is so much more fitting and makes sense for Oda to keep every subordinate below that.

Rayleigh was more recognisable than some yonko. I wouldn't be surprised if he has a 5 billion bounty but he's probably around 4 billion.

Most of the Strawhats have 1-2 real 1v1 left, i don't see Oda drawing 40 chapters of fights just for the weaker Strawhats when he wants to end the manga in 3 years but whatever, I see EoS Usopp peaking at 1b and so far I have no reason to think that the number 4 and Jinbei can go beyond 1.5 but Oda can prove me wrong.
I don't see Shanks having 4b, Ben 3b, Lucky Roo 2b and Yasopp 1b but who knows.
