Today i thought about something, we know that the World Government buys Weapons from Wano Kuni.
We also know that the World Government buys Orphans from people like Mother Caramel.
Do they maybe buy Orphans from Wano Kuni too?
In the ranks of the World Government we have 3 people who could fit well into Wano Kuni.

First of all obvious Fujitora, he wears a Kimono and looks like the Typical Samurai. But where did he came from?
We have Kumadori with his Kabuki theme. His mother was also an assassin, maybe she was bought out of Wano.
And last but not least Sentomaru, who looks like a sumo and is based on Kintaro an Samurai, and he was the first character whos name was written in Kanji, the next time we saw this was in Wano Kuni.

You can have Japanese themed things without being from the equivalent of Japan in One Piece Wa No.
Jinbe is running around with a kimono after all.
In the end One Piece is a Japanese story by a Japanese man, so it will naturally have more Japanese influences than anything else.
Having said that, it´s not impossible.

Like the idea (as a plot device, not advocating for government-sanctioned kidnapping), but I think Fujitora was drafted during the time skip, so he hasn’t been involved with the WG his entire life (presumably).

We know CP9 members have been training since childhood, so it’s entirely possible that Kumadori was both from Wano (based on his aesthetic) and stolen from there by the WG (his wiki page says he doesn’t seem to know his mother is still alive), and we know nothing about Sentomaru outside of his CoA abilities and connection to Kizaru, so he could still be a former citizen of the isolationist country purely based on his sumo wrestling motif.
